Biography

James Leibold was a non-resident Senior Fellow with ASPI’s International Cyber Policy Centre.

James is a leading authority on ethnic policymaking, ethnic tensions and ethno-nationalism in the People’s Republic of China, with a particular focus on Xinjiang and Tibet.

James is an Associate Professor at La Trobe University and the Head of its Department of Politics, Media and Philosophy. He is the author and co-editor of four books and over thirty peer-reviewed articles and book chapters, and a frequent contributor to the international media on these topics. His recent publications include: “Surveillance in China’s Xinjiang region: ethnic sorting, coercion, and inducement,” Journal of Contemporary China, 2019; “Cultural and political disciplining inside China’s dislocated minority schooling system,” (with T. Grose), Asian Studies Review, 2019; “Securitizing Xinjiang: police recruitment, informal policing and ethnic minority co-optation,” (with A.
