Biography

Commander Katey D’Costa is Deputy Director Information Warfare Workforce Development within Future Navy Workforce.

Commander D’Costa was born in Moora, Western Australia in 1984. She graduated from secondary schooling in Perth in 2001 and commenced New Entry Officer Training in the Royal Australian Navy in 2003.

Initial sea phases of training were conducted in HMAS Anzac (2004), HMA Ships Paluma and Whyalla (2005), with her Primary Qualification as a Maritime Warfare Officer gained in HMAS Toowoomba in 2006 as a commissioning crew of the seventh Anzac Class frigate. She then consolidated her qualification as commissioning crew member in HMAS Sirius (2006-07) before taking up shore positions in Navy Public Affairs (2008), Submarine Force (2015) and FFH Support Team (2015-16). Commander D’Costa was posted as Senior Military Recruiting Officer Perth 2012-14.

Commander D’Costa accepted a posting to HQJOC Global Plans in 2017-18, contributing to an Operational Design Review for all Middle East Region Operations and received a Commendation for implementation of an improved process for the Global Operational Rotation Schedule.

Commander D’Costa posted to NPCMA in 2018-19, fulfilling three officer Career Manager roles; and balanced service and individual needs during a period of intense tempo in Career Management.

Commander D'Costa completed shore charge as Executive Officer HMAS Harman Dec 19-Dec 21, involved in Operation Bushfire Assist 2019-20 and Operation COVID-19 Assist, for which she received a Conspicuous Service Medal in the Australia Day Honours list, 2022.

Commander D'Costa was offered transfer to Information Warfare Officer (IWO), commencing the role of Deputy Director Information Warfare Workforce Development within Future Navy Workforce in Dec 21.

Commander D’Costa completed a Bachelor of Arts in Politics and International Relations in 2013 and a Master of Arts (Strategy and Security) at UNSW Canberra in 2019. Commander D’Costa is currently studying a Masters of Space Operations at UNSW Canberra (2021-24) and is also a part-time student of the Australian Command and Staff Course at the Australian War College, Weston Creek (2023).

Commander Katey D’Costa is married to Ryan and has a son and daughter (14yrs and 7yrs). She enjoys following international politics and partaking in good coffee and adventurous travel.
