Australian law enforcement agencies face an increasing number of challenges from emergent technologies. The complexity of responding to the technology innovation challenge is not lost on law enforcement or the Australian Commonwealth Government. In 2018, the Parliamentary Joint Committee on Law Enforcement commenced an inquiry into the ‘Impact of new and emerging information and communications technology’. In this responsive policy space, one of the most effective disruption strategies available to law enforcement involves innovatively disrupting non-state actors’ (OC and terrorist groups) access to funds through anti-money laundering (AML) provisions.
The Australian Strategic Policy Institute’s latest research report explores technology innovation in law enforcement through a case study of AML. The report involved the conduct of over 50 interviews with in excess of 150 participants with AML responsibilities from across the public and private sector. The report provides an analysis of the key factors that support and restrict technology innovation in Commonwealth law enforcement AML efforts. While this research focused on technology and AML it has broader application to law enforcement technology innovation.
This Special Report will be launched by Ms Clare O'Neil MP, Shadow Minister for Justice, followed by a moderated Q&A with the report authors, Dr John Coyne and Ms Amelia Meurant-Tompkinson. A drinks and canape reception will conclude the event.
