Dr Osamu Nishiwaki
Deputy Commissioner Acquisition, Technology and Logistics Agency, Japan Ministry of Defense
Dr. Osamu NISHIWAKI serves as Deputy Commissioner of Acquisition, Technology &Logistics Agency (ATLA), Ministry of Defense, Japan, since July 2023. In this role, he is responsible for entire organization, including defense export and international affairs.
Prior to this appointment, Dr. Nishiwaki served as Deputy Director General for Trade and Economic Cooperation Bureau, Ministry of Economy, Trade and Industry (METI) and other important posts in METI, where he had extensive experience in export control policy, trade and industrial policy.
Dr. Nishiwaki also served as Director for Industry and Commerce, in the local government of Mie, in mid-Japan, and has extensive experience in local industrial policy.
Dr. Nishiwaki also has teaching experience as professor of National Graduate Institute of Policy Studies (GRIPS), and is the author of books such as Economic Security and Semi-Conductor Supply Chain, Bunshindo, 2023, Economic Security and Technological Superiority, Keisoshobo, 2023.
Dr. Nishiwaki holds a doctorate in policy studies from National Graduate Institute of Policy Studies, a master’s degree in law and diplomacy from The Fletcher School of Law and Diplomacy, Tufts University, US, and a bachelor’s degree in law for the University of Tokyo.
