In 2009 the government set out an ambitious program to expand and modernise the defence force in preparation for what it termed ‘the Asia-Pacific Century’. Three years and four budgets later, those plans are facing a great many difficulties. Dr Thomson surveyed the progress that has been made so far and outlined the prospects for the years ahead in light of the 2012 Defence Budget.
